Council and RSPCA to Negotiate New Agreement for the Provision of Pound Services

Blue Mountains City Council will negotiate a new Deed of Agreement with the Royal Society for the Prevention of Cruelty to Animals NSW (RSPCA NSW) for the provision of companion animal pound services in the City.

RSPCA NSW are planning to develop a dual-purpose facility to house both companion animals and wildlife rehabilitation in Katoomba, which is the first of its type in NSW.

For this, RSPCA NSW have been granted a provisional license for wildlife rehabilitation by the National Parks and Wildlife Service (NPWS) who are responsible for regulating wildlife rehabilitation.

The proposed dual facility will need development consent, subject to independent review, before proceeding. The application will be submitted to the Local Planning Panel for determination.

RSPCA NSW General Manager of Animal Operations Ashley Stephenson said: “RSPCA NSW is thrilled to be working with the Blue Mountains City Council to continue to help animals in the region. With the support of local organisations, we will be able to treat and rehabilitate thousands of sick and injured wildlife in addition to the hundreds of companion animals we remain committed to.”

A Blue Mountains City Council spokesperson said the flagship dual-purpose facility planned by the RSPCA would cater appropriately to the needs of wildlife rehabilitation and impound services.

“The provision of quality impound services is necessary in the City and Council will continue to work with RSPCA NSW to ensure an optimum long-term arrangement,” the spokesperson said. “Council is committed to supporting pet ownership in the Blue Mountains. Council is also committed to the welfare of all animals, and we will balance this with consideration of the public and the environment.”

The RSPCA has provided pound services to Council since 1983 as part of their animal shelter in Mort Street, Katoomba. Their current arrangement is due to expire on 30 June 2021.

The elected Council agreed at the Extraordinary Council Meeting on 1 December 2020 to negotiate a new Deed of Agreement with RSPCA NSW.  Pound services provided by RSPCA NSW are fit for purpose and represent value for money. RSPCA NSW’s reputation for animal welfare is also a reason why Council is seeking to finalise another agreement with the organisation.
