LEP amendments make it easier for Blue Mountains homeowners to build secondary dwellings
Under the current LEP, secondary dwellings are already permitted in the C3 Environmental Management and C4 Environmental Living zones. However, the proposed amendment will introduce a complying development pathway, allowing eligible homeowners to gain approval more quickly and with less red tape.
Blue Mountains Mayor Mark Greenhill said the proposed amendment will help increase housing diversity and affordability in a way that aligns with the Blue Mountains’ unique character and environmental values.
“This proposal makes it simpler for local homeowners to create secondary dwellings within existing homes — whether that’s a space for family members or an affordable rental option,” Cr Greenhill said.
“It’s a practical way to make better use of the housing we already have, while maintaining the environmental protections that make the Blue Mountains so special.”
The changes are consistent with State Policy, which already allows a complying development pathway for secondary dwellings in residential zones across New South Wales.
More than 90 per cent of the Blue Mountains’ housing stock is made up of single detached houses. By enabling secondary dwellings within existing homes, Council aims to support more flexible living arrangements and increase access to affordable accommodation options.
Early engagement with community-based housing organisations has highlighted growing demand for self-contained living opportunities within existing properties — particularly for older residents, young adults, and key workers seeking local housing options.
Should the Department of Planning, Housing and Infrastructure (DPHI) agree that the proposal has strategic merit, the proposed LEP amendment will proceed to public exhibition, and Council encourages residents to have their say.
