Future vision for the 'strategic centre' of the Blue Mountains endorsed

Blue Mountains City Council recently adopted the Katoomba Masterplan 2023.

The Katoomba Master Plan – endorsed in November 2023 – provides a long-term vision to guide sustainable revitalisation, development, and investment within Katoomba. 

Mayor, Cr Mark Greenhill, said: “This is not just a planning document; it is a commitment to a sustainable and inclusive future for Katoomba.”

The Katoomba Master Plan is grounded in a vision that preserves the town’s unique identity and rich heritage. It celebrates Katoomba’s eclectic and creatively vibrant core and respects its relationship with the World Heritage National Park.

“Identified in the Western City District Plan as the Blue Mountains' strategic centre, Katoomba serves as a vital connection point between Greater Sydney and the Central West. The Master Plan is a response to this role, aiming to support sustainable tourism, education and health,” Mayor Greenhill said.

“The plan proposes a diversified economy backed by a range of employment opportunities, diverse housing options in and around the town centre, and an integrated, sustainable, and innovative transport network for both residents and visitors.”

Included in the plan are several key initiatives, including targeting the critical issue of traffic congestion along Yeaman Bridge, a key concern for the town’s efficiency and growth;improved pedestrian and cycling connectivity along the Southern Escarpment and throughout Katoomba; and the creation of a more pedestrian-focused Town Centre, with proposed trial changes to Katoomba Street. 

Council has been working with the community and key stakeholders to develop the Katoomba Masterplan since late 2020 and the process involved significant consultation to understand what people value about living, working, and playing in Katoomba. 

The Draft Masterplan was exhibited at the end of 2022 and received a high level of community support.
