Council to promote responsible pet ownership

Council has adopted the 2021-2015 Companion Animals Management Plan following public exhibition.

The plan is intended to encourage responsible pet ownership in the Blue Mountains by balancing regulatory and non-regulatory requirements.

"Council acknowledges that pet ownership is a significant lifestyle choice for many Blue Mountains residents, contributing to their happiness and wellbeing," said Mayor, Cr Mark Greenhill.

"As a Council, we need to balance our support of pet ownership with other factors, such as the environment and the sensibilities of other residents, and this plan will help us do that."

The Dogs in Public Spaces Strategic Plan (DiPS), adopted by Council in 2017, provides a balanced policy approach to address the open space requirements of all users of Council's public spaces and this forms part of the new plan.

"It recognises that Council's role in animal management has changed from simply administrative and regulatory," said Cr Greenhill. "To one more in keeping with community attitudes and expectations of a more holistic approach to animal management.

"A key action of this plan is to find ways to provide sufficient and appropriate dog off-leash and on-leash areas, while noting the responsibilities of owners in handling their dog according to the area they are in. A dog in a public place must be effectively controlled by adequate means when in an on-leash area - or its owner can face penalties, unless it's a designated off-leash area.

"Another key area is the 'Keeping Cats Safe at Home' project to improve cat management over the next four years. This encourages cat owners to keep their cats safely at home to reduce their negative effects on native wildlife."

Council will advise interest groups and relevant professionals, such as RSPCA NSW, local vets, kennel and cattery owners, pet shops, animal trainers, animal clubs and other interested community groups of the plan to promote responsible pet ownership.
